Globalisation and the Nigerian National Security: An Overview
Abstract
This paper examined the Nigerian National Security issues and the unethical bloodshed caused by the terrorist organization called Boko Haram in the Northeastern Nigeria and the entire country in the era of globalization. This has become imperative in view of the unabated bloodletting done to innocent citizens, especially bomb blast at the Nyanya park outskirts of Federal Capital Territory Abuja. The paper also conceptually examined in addition to other issues, globalization, national Security and a closer view in relation to the activities of Boko Haram. It recommends revitalization and strengthening of national security apparatus and the national orientation with a mandate on value re-orientation, equity, fairness and social justice, international community is not left out especially in information sharing in order to put an end to this menace.

Use of Information and Communication Technology (ICT) as a Tool for Information Service Delivery in an Era of Economic Depression.
Abstract
This paper examined the concept of Information and Communication Technology justifying the facility as the rave of the moment in global socio-economic affairs and asserting that it has become so important that every country, organization or institution no matter how highly or lowly placed want to identify and embrace it. This paper accessed the attitude and opinions of librarians on the use of Information and Communication Technology (ICT) as a tool for information service delivery in University libraries in this era of economic quagmire. The paper posited that ICTs are used in Catalogue and classification, Interlibrary information sharing, Registration of library users, Reference services e.t.c. The paper recommended that amount budgeted for the library funding should be enhanced/increased, librarians should ensure that the funds when released in the running of the library

Improving Quality Citizenship Education for Sustainable Growth, Security and Development in Africa
Abstract
Abstract
Education is a veritable tool for individual, national and world development. However, education should meet the needs of the individuals and the immediate host. This underscores the rationale why education in Nigeria is seen as an instrument “per excellence” for effecting national development. Consequently, Nigeria government has it that for the benefit of all citizens, the country’s educational goals shall be clearly set out in terms of their relevance to the needs of the individual and those of the society, in consonance with the realities of our environment and modern world. Citizenship education is designed to expose students to their immediate society, constitutional provisions and structure of government that will make them better members of the society. With this, they will appreciate better the culture, values and national ethics of actualizing a virile Nigeria in particular and Africa in general. Citizenship education educates students about their civil responsibilities. This paper therefore examined improving quality citizenship education for sustainable growth, security and development in Africa, the challenges of citizenship education as well as possible solutions. The philosophy and objectives of citizenship education in Nigeria were looked at. The prospects and potentials of improving quality citizenships education for sustainable growth, security and development in Africa were also considered. The paper opines that citizenship education has the potential for maintaining sustainable growth, peaceful co- existence (security) and development in Africa.

Innovation in Shared-Facility Management for Sustainable Development
Abstract
This paper examines the narrative design of emergent arrangement of concrete ideas that embraces a new approach in innovation in shared-facility management in established organizations. It is to define innovation in facility management in generic business contexts and critically appraise innovation in shared-facility management for sustainable development. The paper adopts a comprehensive review of literature from wide published works in ascertaining the structural contents of: the meaning of the subject matter as its introduction, innovation in shared-facility management, innovation, a needed tool in strategic management, speed innovation in management, innovation and productivity and conclusion. It is therefore recommended that innovation in shared-facility has the capacity of enhancing organizational optimum performance if it is well digested and implemented given the opportunity to exploit new ideas and perform innovative activities that are updated regularly and integrated within the overall business goals.

Investigating Factors Limiting E-Governance in Public Sectors in Nigeria
Abstract
This paper tend to investigate factors limiting E-governance in the public sector in Nigeria. The examined E-governance factors include leadership, ill attitude towards ICT and issues of personnel training as they affect E- governance in the public sector. The analysis was based on an in-depth examination of available literatures in public governance. The evidence from this paper revealed that leadership and their ill attitude towards ICT negatively affect E-governance in the public sector. This paper further revealed that ICT facilities combined with the lack of trained personnel hinder the E-governance in the public sector in Nigeria. In view of these observations it was concluded and recommended amongst others that the ill attitude or attitudinal problems of personnel in government establishment should be dealt with by way of encouraging them with incentives so as to become willing or able to adjust to E-governance practices.

Solid Waste Disposal: A Way of Controlling Soil Erosion in Usen Community, Ovia South West Local Government Area, Edo State, Nigeria
Abstract
This paper examined solid waste disposal: A way of controlling soil erosion in Usen community, Ovia South West Local Government Area, Edo state, Nigeria. The purpose for this study was to investigate the influence of soil erosion as result of solid waste disposal in Usen community four research question were raised and two hypotheses were formulated to guide the study. Correlational survey design was utilized, 1000 respondents were sampled out through simple random sampling technique from five streets. Questionnaire was used to collect data for the study multiple and linear regression were used to analyzed the instrument. The study revealed that flooding significantly influences soil erosion in Usen community. Among the recommendations was that all stakeholders, the government, the community should play that roles to pave way for proper planning and control of soil erosion in Usen.

The Prospects and Effects of Agro-Preneurs in Nigeria Economy. A Case of Fish Farming
Abstract
The study seeks to examine the prospects and effects of agro-preneurs in Nigeria economy, a case of fish farming. The main objective of the research was to critically examine the influence of training and manpower development programs on workers’ efficiency. Related and relevant information was collected from the primary data source, which is the questionnaire. To achieve the stated objective for the study hypotheses were formulated and tested using the Kolomogorov-Smirnov Test. The result shows that: Cost and return has a positive and significant effect on the number of fish farmers in Nigeria; Access to credit has a positive and significant effect on fish farming in Nigeria; Lack of experience of farmers has a positive and significant effect on fish farming in Nigeria and that Fish farming has a positive and significant effect on the Nigerian. This therefore means that the alternative hypotheses are accepted. the study, recommended that Government promotion on fish farming is inadequate. There is a need for establishing modern fishery hatcheries by the government in the study area to supply quality fingerlings. Government should establish a feed mill in the study area. Government of the State, should regulate cost of production that will increase output.

The Influence of Employee’s Commitment on the Organisational Performance in the Nigerian Brewery
Abstract
This study investigates the purpose of exploring how employees’ commitment can be effectively managed to achieve organizational performance. The research commences with the foundation of previous work. The objective of the study was to establish the relationship between employee commitment (normative commitment and continuance commitment) and organizational performance of the breweries sector in Nigeria. The research was carried out through a quantitative methodology; using a simple random sampling method in the selection of respondents. Questionnaires were administered in other to obtain data to examine the relationship between the variables. The sample size of 308 used for the study was determined using Taro Yamane’s formula. Analysis of data was carried out using multiple regression statistical technique with the aid of SPSS software and findings were arrived at. The findings of the study provided that normative commitment and continuance commitment both have a significant influence on organizational performance thereby establishing a relationship between the dependent and the independent variables. It was recommended that organizations must exhibit a high level of commitment to their employees if the organization is to get employees to be committed. More so, organizations should prepare a comprehensive and integrated system of performance management for building employee commitment. Consequently, firms should keep their employees sufficiently satisfied by providing the key elements and solutions that solve their eminent pain point.

Determinants of Voluntary Tax Compliance in SMES.
Abstract
The objective of the study is to examine the determinants of voluntary tax compliance in SMEs. The research design used in the study is the survey research design. The study adopted a sample of 354 SMEs operating in Edo State using simple random sampling technique. The nature and non-availability of publicly available secondary data on SMEs necessitated the use of primary data for the study. This study adopts questionnaire as the research instrument. The study made use of chi-square non-parametric statistics in the analysis of the data. The chi-square statistics is used in this study to show the relationship between the independent and dependent categorical variables. Based on the study findings, the following recommendations are made; that there is the need for both formal and non-formal trainings for SMEs operators. And that tax authorities should work at improving their tax service quality as this has been found to influence voluntary compliance. Finally, many SMEs do not understand the basics of tax filling especially under the new self-assessment regime. Thus, the study recommends that there is the need to reduce any bottlenecks and complexity in the tax system so as to make it easier for SMEs to comply voluntarily.

Delegated Legislation and Delegation of Powers in the Nigeria Administrative Law Context
Abstract
This paper examines the concepts of Delegated Legislation and Delegation of Powers under Nigeria Administrative Law with reference being made to the 1999 Constitution of the Federal Republic of Nigeria (as amended). The two concepts are closely related and are no doubt often misunderstood by those who read the works of some great Text Writers on this area of law. This paper clearly distinguished both concepts, discussed their relevance and usefulness to modern day governance because the fact is that the Government at the Federal, State and Local Government Levels have got to delegate its functions if its impact must positively affect the people, especially in a massively populated country like Nigeria where majority of the populace are rural dwellers. Arguments against the exercise of delegated legislation and delegation of powers abound, but the need to go ahead and exercise them supersede arguments against their use, as anarchy will be inevitable if delegation of power and delegated legislation are not in many cases exercised. This paper lastly discusses the different methods of control of delegated legislation, tell us the stages when Judicial Review may apply, and while elaborating on delegation of power, it goes on to highlight the factors necessary for a proper delegation of power and talks about the Rule against Sub-Delegation.
